Decision on minimal computer's configurations and the back up location for giro clearing

According to the Article 18, Paragraph 1 and 3 of the Law on the Central Bank of Bosnia and Herzegovina ("Official Gazette of BiH" No: 1/97, 29/02, 8/03, 13/03 and 14/03) and Point 1.3.3. Operative Rules for Gyro Clearing, No. 01-765/04 as of 19.11.2004., Governor of the Central Bank of Bosnia and Herzegovina , delivers


Decision

on minimal computer's configurations and the back up location for gyro clearing


1. By the Decision on minimal computer's configurations for gyro clearing (hereinafter: Decision and Gyro clearing) herein we define the kind of the equipment that a commercial bank has to provide during the replacement of the current equipment for the gyro clearing with the Gyro clearing new equipment or when it is included in gyro clearing.

2. Commercial bank, in order to take part in gyro clearing, should provide the primarily computer's configuration, as well as the back up computer's configuration, which is located at the remote location.

3. Minimal primarily computer's configuration necessary for commercial banks to operate, i.e. inclusion into Gyro clearing is composed of following:

a. PC
b. Pentium III, 650 MHz
c. RAM 128 MB
d. Hard disk 10GB
e. Monitor 15"
f. Windows NT workstation operative system
g. Router: Nortel Networks ARN
h. Card Reader (serial port, model feature as Oberthur DE 136)
i. Security Cards ( provided by the CBBH in cooperation with Halcom), active and spare one
j. Firewall: Nortel Networks Instant Internet,
k. Installed application program.

4. Minimal back up computer's configuration needed for the commercial banks for the performance of the payments systems through gyro clearing in the difficult circumstances in case of failure of the regular communication through network( e-mail contingency),is composed of the following:

a. PC
b. Pentium III, 650 MHz
c. RAM 128 MB
d. Hard disk 10GB
e. Monitor 15"
f. Windows NT workstation operative system
g. Card reader (serial port, model feature as Oberthur DE 136)
h. Internet connection
i. Installed application programs

5. Computer's equipment, prime and reserve one, has to be provided by a commercial bank.

6. Back up computer's equipment and the location have to be provided by commercial bank and to put it in use six months upon the implementation of the GC Rules from the Preamble of this Decision. The commercial bank is obliged to prepare the procedures for the performance of Gyro clearing in the extraordinary circumstances and to deliver a copy to the CBBH.

7. On the computer's equipment from the Point 3 of this Decision, a commercial bank is obliged to take care and to bear the costs of the installment and maintenance. Costs of the maintenance of the application system of the Gyro clearing , the Central Bank of BIH will charge once a year and by the direct debiting of the reserve account with the relevant Main Unit, and in accord to the Contract on the Maintenance of the payments systems with provider.

8. On the computer's equipment from the Point 6 of this Decision, a commercial bank is obliged to take care and to bear the costs of the installment and maintenance of the application system of Gyro clearing.

9. Installment and the maintenance of the application system for Gyro clearing, prime and reserve one, can be done only by the companies authorized for the maintenance of the payments systems of the Central Bank of BIH.

10. The Decision enters in force by the day of its delivery, and shall be implemented since 1 January, 2005.
